Der britische Verteidigungsminister John Healey wird gemeinsam mit seiner französischen Amtskollegin Catherine Vautrin den Vorsitz bei dem Treffen führen. Mitte April hatte ein zweitägiges Treffen von Militärvertretern in London stattgefunden. Großbritannien und Frankreich hatten sich bei dem Treffen zu einer militärischen Sicherung des Schiffsverkehrs in der Straße von Hormuz bereit erklärt. Zahlreiche weitere Länder hatten den Briten und Franzosen dabei ihre Unterstützung zugesichert.
Die Straße von Hormuz ist seit Beginn des Iran-Kriegs Ende Februar von den iranischen Revolutionsgarden weitgehend gesperrt. Die US-Armee wiederum blockiert die iranischen Häfen an der Schifffahrtsstraße. Rund 1.500 Handelsschiffe sitzen an der Meerenge fest.
